Is Nationals Park three times better than Camden Yards?

Camden Yards was built for $110 million in 1992 ($182 million in 2012 dollars), virtually all of it public money.

Nationals Park was built for $611 million in 2008 ($660 million in 2012 dollars), all of it public money.

Why did Nationals Park cost more than three times as much to build as Camden Yards? Is it three times better?

Why were the ballparks built in the first decade of the ballpark building boom so much cheaper than the ones in the second?
