From an injury perspective, the Bills look pretty strong coming into the game; their biggest question mark is whether running back C.J. Spiller, just back from the designated-to-return IR, will be active for the game. The Raiders have had to deal with some health issues for quarterback Derek Carr this week, though he'll be fine for Sunday.

BILLS
Start 'em: It hasn't really been reflected in his results of late, but Fred Jackson has seen enough usage -- and the Raiders matchup promises so many chances to run -- that he makes sense as a starter this week. ... Dan Carpenter has been producing all year. He's a low-end starting kicker. ... The Bills' defense is so damn elite.
Start 'em?: It's true that Sammy Watkins has been pretty terrible of late. One of the reasons -- his health -- appears to be largely past, but he's still inconsistent, and so is his quarterback.
Sit 'em: The last five weeks, Kyle Orton has had three games of single-digit fantasy points. Even in what should be a good matchup, you can't possibly use him. ... Even if C.J. Spiller happens to be active Sunday, you can't use him after such a long layoff. ... Scott Chandler doesn't offer any real kind of upside.
RAIDERS
Start 'em?: I can't imagine using Latavius Murray, but it's not like running back is a super-deep position anyway. If you're hurting, he can be a flex play. ... Mychal Rivera isn't much, but neither is the tight-end position as a whole. He's a mid-to-low TE2.
Sit 'em: From a fantasy perspective, Derek Carr has been pretty underwhelming this season, and against a super-elite defense, he's a total stay-away. ... James Jones and Andre Holmes have had periodically good games, but it's not near reliable. ... It's hard to imagine the Raiders get a lot of scoring chances Sunday, hurting Sebastian Janikowski's chances. ... The Raiders' defense has had only one good game all year, and Sunday doesn't seem like it'll be its second.
