It's unclear how the Manti Te'o situation is being handled internally by the Notre Dame athletic department. There appear to be two differing views from anonymous sources and the leadership of the Irish.
Notre Dame AD denies silencing employees about Manti Te’o
The Notre Dame athletic department refutes the report that it won’t allow its employees to talk about beleaguered linebacker Manti Te’o.

TMZ released a report that said the Irish will not allow discussion from anyone on the athletic program on the issue. If anyone did go on record, they would be fired from the university.
Jeremy Folwer of CBS Sports reports Notre Dame’s athletic director, Jack Swarbrick, disputes that viewpoint. Swarbrick also believes that there aren’t many people in the department who have inside knowledge of what occurred with the Te’o situation, so they wouldn’t really have any inside knowledge to dispute in any case.
The official stance of Swarbrick is that the Irish linebacker and Heisman Trophy finalist was the victim of an elaborate hoax, and that Te’o was not involved in any way with fabricating a dead girlfriend.
