Chronic Ink, a tattoo shop in Toronto, unveiled the creation on its Snapchat on Thursday and it is wonderful:
I would not want to be walking behind that person when they are wearing shorts. It’d be too intimidating even to be standing behind them. It’s also impossible not to enjoy the fact it was done in Canada. Phelps and his death stare are so great, he’s appreciated beyond the United States border.
