For the Jacksonville Jaguars, current holders of the No. 2 pick, the discussion will be about which quarterback to choose.

As a reminder, here is how tiebreakers are determined if teams have the same record: Opponent strength of schedule is the first. Then it's by division record if those teams are in the same division. The third tiebreaker is in-conference record, if only those teams are in the same conference. That's why Buffalo is ahead of Oakland in the draft order, for instance.
