2014 NFL Draft order: Jacksonville Jaguars back at No. 1

Tampa Bay dips to pick No. 4 following a win allowing Jacksonville to move to the top (or bottom, depending how you look at things). Click here for our newest NFL mock draft.

Rob Foldy-USA TODAY Sports

Once again, the No. 1 pick in the 2014 NFL Draft belongs to the Jacksonville Jaguars. That comes following a loss on Sunday while the Tampa Bay Buccaneers picked up a win.

Despite being 1-9, the Jaguars are no sure thing to hold the top pick. Two out of the team's next three games are against the Houston Texans, holders of the No. 5 pick.

The Buccaneers were No. 1 the previous two weeks but now drop all the way down to the fourth pick. Moving into No. 2 is the Minnesota Vikings followed by the Atlanta Falcons. Among teams not eligible for the playoffs, the New York Giants slid the most in the draft order going from No. 10 last week to No. 15 this week.

The first tiebreaker in the draft order is strength of schedule. For this, the strength of schedule through games played is used. Then it's by division record if those teams are in the same division. The final tiebreaker is conference record, only if those teams are in the same conference. The last tiebreaker is a coin flip at the NFL Scouting Combine.

If the season were to end right now, the Browns and Titans would be flipping a coin at the NFL Scouting Combine because the two teams have the same strength of schedule and conference record.
