The ball is in the Cincinnati Bengals' court.
Bengals have $54 million available in cap space, according to report
A playoff team last year, the Bengals have a lot of wiggle room under the salary cap this season.

The Bengals have the most cap space -- $54 million, roughly -- heading into free agency in less than two weeks, according to ESPN’s Adam Schefter. That’s a lot of money that can acquire anything the Bengals want.
Here’s the other teams with the most cash to spend this offseason:
Cleveland: $48 million
Miami: $47 million
Indianapolis: $44.5 million
Philadelphia: $33.5 million
Tampa Bay: $32.5 million
Here’s the scary thing: Both Cincinnati, the team with the most money available, and Indy, which is fourth on that list, were playoff teams last year. Neither made it out of the first round, but neither is far off from challenging the best teams in the AFC. Both teams have more than enough money to address their weak spots in free agency and try to shore up their squads.
And then there are the teams on the other side of the spectrum.
The Carolina Panthers are in the toughest spot financially, according to Schefter. The Panthers are $8 million over the salary cap. When you go 7-9 the previous season, this isn't a good thing.
Here are the other teams with no cash to spend -- yet:
New Orleans: $5.5 million over
Washington: $3 million over
Arizona: $1.2 million over
Oakland: $800 thousand over
