Titans CEO Tommy Smith "absolutely" sees Jake Locker as the team's starting quarterback, according to The Tennessean's Jim Wyatt. Locker has battled constant injuries and inconsistency throughout his three-year tenure with Tennessee.

Locker has only played in 23 games (18 starts) since being drafted by the Titans with the eighth overall pick in the 2011 NFL Draft. He was drafted by the regime that hired Mike Munchak to be the head coach, but with Ken Whisenhunt taking over for Munchak there has been some speculation that Locker could lose his starting role. Whisenhunt has had success with veteran passers and has had trouble developing young quarterbacks since leaving the Steelers and Ben Roethlisberger to become the head coach of the Cardinals.
Locker was productive in 11 games in 2013 with 1,256 passing yards, eight touchdowns and four interceptions. He also added 155 rushing yards and two scores on the ground as well. A Lisfranc injury ended his season with the Titans in position to make the playoffs in November, and veteran backup Ryan Fitzpatrick was unable to lead Tennessee to the postseason.
Both Locker and Fitzgerald remain on the roster for the Titans. If Locker retains his starting job, both players will likely resume their roles from the 2013 season. This would also stop the Titans from selecting a passer early in the upcoming draft.
