A motion to make personal foul calls in the NFL reviewable failed to pass by just four votes in March, but it looks like things could be different next offseason. Four teams who previously voted against the rule change are now reportedly saying they would change their vote, meaning personal foul penalties could be reviewable as early as next season, according to Ian Rapoport of the NFL Network.

The limitations of what can be reviewed during a personal foul call is still up for debate, and won’t be decided until the offseason. Rapoport said the scope of review calls could be “a little narrower -- it could be just hits on receivers.”
Personal fouls result in a 15-yard penalty and have never been subject to review throughout the league’s history. This was one of many rule changes proposed by the NFL Competition Committee last season that were ultimately shot down, alongside 43-yard extra points and a proposal that would make possession of a loose ball reviewable.
