This decision will come as a great relief to Barcelona and its supporters. It is shaping up to be a disappointing season for the club, and their squad has looked desperately thin in places. Presumably the already-arranged deals for Borussia Mönchengladbach’s young goalkeeper Marc-André ter Stegen and Dinamo Zagreb’s 17-year-old Croatian attacker Alen Halilović can now proceed, and they can also look into buying the defender they desperately require.

The violations relate to Article 19 of the Regulations on the Status and Transfer of Players. This article prohibits the international transfer of players younger than age of 18 except in three specific circumstances: where the player’s family are moving country for non-footballing reasons; where the player resides 100km or less from his new club; and where the transfer occurs within the European Union.

HandoutBarcelona, along with the Real Federación Española de Fútbol (RFEF), were found to have violated multiple provisions related to the international transfer and first registration of non-Spanish minors. The Disciplinary Committee stated that FIFA takes the rules relating to protection of minors very seriously, as those under 18 are “vulnerable to exploitation and abuse in a foreign country.”
Because of these violations, Barcelona won’t be allowed to bring in new players come summer, or even come January. With the club in the hunt for a new goalkeeper and replacements in defense, such a sanction could certainly have major effects on Barcelona, both in their hunt for another La Liga title and in their quest for a Champions League trophy.
