Last season the Colts were sporting a perfect record late in the season and much to the anger of their fans decided to turn it off and rest their starters once they clinched home-field advantage throughout the playoffs.

↵This partly allowed the Jets to get into the playoffs and Roger Goodell was not happy about it at the time. In response, Goodell and the competition committee said they are thinking about scheduling more divisional games late in the season.
↵↵“One of the key things we’re doing in the short term is in our scheduling. We’re trying to schedule, potentially, Week 17 will be all division opponents. And maybe even a large part of Week 16.”
↵↵The NFL’s competition committee operates on a reactionary basis. They’ve seen the Colts -- the kings of the regular season -- wrap up their playoff berth early in the season and rest their starters so they want to fix it.
