According to the Philadelphia City Paper, there’s a proposed initiative to tax any blogger who sells ads on his or her website, regardless of whether they generate revenue. From the City Paper:

↵↵According to Andrea Mannino of the Philadelphia Department of Revenue ... simply choosing the option to make money from ads—regardless of how much or little money is actually generated—qualifies a blog as a business.
↵↵Indeed, if you file taxes in Philadelphia and have a blog that features advertising, the city of Philadelphia would like you to pay $300 for the right to operate your “business”. It’s part of a larger revenue-raising initiative on the part of the city. (Yep, this is all really happening.)
↵Perhaps they’ve called it “Project Hail Mary,” with a plan that would target bloggers, drug dealers, pan handlers, Phish concertgoers, and Allen Iverson as some of the least likely citizens on earth to pay taxes on all their reported income. As the plan outlines, that’s what makes them ideal candidates for increased taxation!
↵And if that’s the case, color me and Allen Iverson OPPOSED to this particular initiative.
