After conducting an investigation, the NFL announced on Tuesday that it will not discipline Cleveland Browns quarterback Johnny Manziel for his involvement in a domestic dispute on Oct. 12. In a statement, the league cited "an insufficient basis" on which to punish him under the personal conduct policy.

Manziel and Colleen Crowley were the subject of two 911 calls, the first stating that a woman was trying to get out of their car while a man was driving at a high rate of speed on the left shoulder of the highway, and that he was “poking her, bumping her neck.”
The caller then said the driver -- later identified as Manziel -- cut off several lanes of traffic while crossing over to exit the freeway. Minutes later, a second female called 911 and said that the car was parked near the exit, and that the couple was arguing.
According to a report obtained by Cleveland.com, an intoxicated Crowley told police that Manziel had hit her, slamming her head into the window, but they were only able to find a mark on her wrist that they believed was due to him trying to keep her in the car. Manziel acknowledged having two drinks earlier in the day, but police determined he was sober, and Crowley did not press charges.
A dispatcher for the Avon, Ohio police department told the Associated Press last month that NFL investigators met with the officers involved the week after the incident, and Manziel met with league representatives during the last week in October at the Browns’ facility, according to Cleveland.com. Lisa Friel, one of four women appointed by NFL Commissioner Roger Goodell last year to help the league better deal with issues of domestic violence and sexual assault, was present for that meeting.
Manziel has remained on Cleveland’s active roster, and after starting the team’s last two games in place of an injured Josh McCown, he is now slated to be the starter for the remainder of the season. The Browns have refused to say what, if any, punishment he received from the team.
After a rookie season that saw many stories about his hard-partying lifestyle, Manziel entered a rehab clinic in early February and only departed in April.
