The Raiders’ move to Las Vegas was approved by NFL owners at their meetings in Phoenix on Monday. Of the 32 NFL teams, the Miami Dolphins were the only ones to vote against the move.

He seemed for the move leading up to it, but ended up changing his mind.


Dolphins owner Stephen Ross didn’t like the idea of the Raiders leaving Oakland for Las Vegas, according to Adam Schefter, who was reading from his phone on ESPN2.
On March 23, The Mercury News had Ross as a “likely yes” vote when evaluating NFL owners and how they would vote. According to the Mercury News, Ross “doesn’t believe Oakland is viable. ‘Because of the lack of public funds, I don’t see how they fill in the gap there,’ Ross told ESPN.”
Apparently, his feelings changed just days later.

Ross later released a statement on why he casted the lone dissenting vote to not allow the Raiders to relocate to Las Vegas.
In February of 2016, Seth Wickersham and Don Van Natta Jr. published a piece for ESPN the Magazine that said: “Miami Dolphins owner Stephen Ross joked that the league should hold an auction for the right to relocate, though some owners thought he was serious,” when the Rams moved to Los Angeles.
The Raiders will still be playing in Oakland for at least the next two seasons. In 2019, a location has yet to be determined, and will officially start play in 2020.
