We’ve seen some egregious targeting penalties in college football, but this takes the cake.
Arkansas committed this brutal targeting penalty, and then the refs just made it confusing
This is as blatant as it gets, and also as confusing as you’ll see.

No matter what you think about the targeting penalty in general, that’s a tough play to see.
The definition of targeting is clear here, and this violates pretty much every qualification of the foul.
Launch—a player leaving his feet to attack an opponent by an upward and forward thrust of the body to make forcible contact in the head or neck area
A crouch followed by an upward and forward thrust to attack with forcible contact at the head or neck area, even though one or both feet are still on the ground
Leading with helmet, shoulder, forearm, fist, hand or elbow to attack with forcible contact at the head or neck area
Lowering the head before attacking by initiating forcible contact with the crown of the helmet
But the adjudication of the foul was a whole other animal.
Basically, Arkansas declined a penalty on itself, per the refs? Arkansas wasn’t able to do anything with the ball and was forced to punt.
