Analysis: It’s hard to imagine Shipley playing much of a role for Tampa Bay this season, especially if his knee isn’t 100 percent. If he is able to contribute as a punt returner, he could add some value as the season goes along for fantasy owners who have Tampa Bay as a D/ST unit but that isn’t a good enough reason to draft them. Shipley showed some potential with the Bengals but it’s curious that they would let him go if they thought he could contribute.
