While the move is certainly not unprecedented, it is quite uncommon. In fact, only a handful of events have been cancelled because of inclement weather in the same manner. Surely there is a Rule that addresses this type of thing, right?
Rule 33-2d/1:
Generally, a round should be canceled only in a case where it would be grossly unfair not to cancel it. For example, if some competitors begin a round under extremely adverse weather conditions, conditions subsequently worsen and further play that day is impossible, it would be unfair to the competitors who started not to cancel the round.
Whew! I don’t know about you, but now that I know we’re still playing within the Rules of Golf, I can sleep better tonight.
