↵That doesn’t appear to be fully extended over his head, and that may mean, by the verbatim NFL fair catch rule, that Thomas didn’t signal for a fair catch.
↵The member of the receiving team must raise one arm a full length above his head and wave it from side to side while kick is in flight.↵Thomas certainly doesn’t look like he “raise(s) one arm a full length above his head,” much less “wave(s) it from side to side,” but I’m also sure I’ve seen fair catches signaled with about as much effort as Thomas gives.
