49ers outside linebacker Ahmad Brooks received a 15-yard penalty for a hit on Saints quarterback Drew Brees, nullifying a forced fumble that would have set up San Francisco for an upset victory, and he received a $15,750 fine a few days later. Brooks is reportedly appealing the fine, and although Ray Lewis and Teddy Bruschi offered to pay part of the fine, he said that he does not wish to accept their assistance.

Bears cornerback Zack Bowman, Buccaneers defensive tackle Gerald McCoy and Patriots offensive tackle Marcus Cannon each received equal fines for horse-collar, roughing-the-quarterback and leg-whip infractions, respectively.

The biggest fines of Week 11, though, were dished out to Redskins cornerback E.J. Biggers for a helmet-to-helmet hit on DeSean Jackson and Jaguars cornerback Will Blackmon for an illegal blindside block, each defensive back receiving a $21,000 penalty from the NFL.

Rounding out the week's fines was a $10,000 fee for Chargers defensive tackle Corey Liuget after he received a roughing-the-passer penalty, and $7,875 fines for Eagles defensive end Fletcher Cox and Bengals defensive tackle Domata Peko.
