The Miami Dolphins (1-2) and Oakland Raiders (0-3) are both struggling teams, making the experts scratch their heads when trying to predict this affair. The game is technically a home game for the Raiders, but it is the first of three NFL dates to be played in London's Wembley Stadium this year.

Oakland is 0-3 but took the New England Patriots to the wire last Sunday, losing 16-9 at Gillette Stadium. Miami topped the Patriots in its season-opener but lost badly to the Buffalo Bills and Kansas City Chiefs. There was ample talk that Ryan Tannehill was going to be benched for this game, but coach Joe Philbin has confirmed Tannehill will start.
All of this makes for an intriguing game, one that has the eight experts at CBS Sports split. However, six of the eight are picking Oakland to cover the 3.5-point spread. Not much is different at the USA Today page, where four of seven analysts are riding with the Dolphins to even their record at 2-2.
