That's Pittsburgh LB Jason Worilds taking a swing at Baltimore TE Crockett Gillmore. The Steelers were penalized 15 yards, which helped the Ravens set up a chip shot field goal on the drive, but Worilds wasn't ejected. This was surprising to many watching -- a punch is normally an ejection -- but apparently, the refs ruled he wasn't throwing a closed fist:
Pittsburgh player slaps at an opponent’s head during Ravens-Steelers
It’s always chippy when these two division rivals meet. And now things are turned up a notch in the playoffs.

No ejection for an open hand blow to the face. That is specific in the rule. Closed fist blow is to be an ejection. That was open hand.
