The NHL would be much more fun if they instituted this rule. Reddit user Johkey3 posted a hilarious tale, and video, of a goaltender in his New Zealand hockey league attempting a penalty shot.
This New Zealand hockey goaltender scored on a freaking penalty shot

Johkey3 explained the shot — and goal! — from the netminder on this Reddit thread. We highlighted the explaining passage below:
The rules in our league are that if a penalty is committed in the first two periods the person has a shootout instead of a Powerplay. In the third it’s a powerplay. Les Cones (White) had goalie interference on Les Coqs (Red). There was a lot of debate on who takes the shootout but the ref decided the goalie should try it.
So the player impacted by the penalty gets a penalty shot on the opposing goaltender. Meaning when the goaltender on Les Coqs was interfered with, he had a chance at throwing some moves down on his opponent at the other end of the ice.
And hey, he did! It’s not an out-of-your-mind sequence, but the goaltender did manage to fake out his opponent before scoring stick-side.
Can you imagine this playing out in the NHL? How about Carey Price versus Ben Bishop? Or Matt Murray versus Corey Crawford? The possibilities are endless.
