Despite denials from various ends that Carlos Ruiz was headed to Veracruz of the Mexican second division, it now appears the Philadelphia Union forward will be headed there, after all. The Brotherly Game, SB Nation's Union blog, explains the situation this way:

The transfer saga has had many ups and downs, including Veracruz's coach first publicly stating that he was going after Ruiz, only to later say that signing him was no longer possible. Then, after the Union's 2-1 loss to the Colorado Rapids on Friday night, coach Peter Nowak shocked the press with news that Ruiz would leave the team, but Veracruz continued to deny the link. Late Saturday night into Sunday morning, Fox Soccer's Mauricio Cardenas reported that the Guatemalan may finally go to Veracruz after all, and now Kerith Gabriel is confirming that report.
Whether or not Ruiz is heading to Veracruz, though, his days with the Union are almost certainly over. Despite leading the team in goals (6), he never seemed to win over the fans or fit particularly well in Nowak’s system.
