It's unclear if Manuel will go down as a limited participant or not, but him practicing at all is definitely a good sign, given his injuries. Manuel sustained a sprained knee in Week 15 against the Jacksonville Jaguars.

Manuel reportedly sustained the injury early on in the game, but played through the injury. That was a good sign, given he missed four games at the start of the season with a sprained LCL in his right knee. This new knee sprain is in his left knee.
Wednesday is typically the least-important day of practice, and it often sees veterans and injured players get some extra rest before Thursday and Friday’s sessions. If Manuel is practicing, then his injury has to be regarded as minor, though a setback is always a possiblity.
Fantasy Impact: Manuel should be in for a strong day against the Miami Dolphins in Week 16. Provided we hear nothing about setbacks on Thursday or Friday, if you're depending on Manuel (hopefully as a QB2 at this point in the fantasy playoffs) then you should be fine with starting him at this point.
