Josh Gordon is back! Should fantasy owners start him even with the talk of a pitch count?

Yes, he's been off the field for a long time and there could be some rust. The Cleveland Browns have said he'll be on a snap count, but who cares? He was targeted 19 times in his first game off suspension last season and he has an unbelievable matchup against the Atlanta Falcons. Plus, the Browns could just be using a smokescreen for the Falcons.
As mentioned, the Falcons are the eighth-easiest matchup against receivers and they are very prone to the deep ball, which is Gordon’s bread and butter. He should get plenty of chances when he is on the field and get double-digit targets.
