Organized Team Activities (OTA) are picking up this week for most NFL teams. OTAs are essentially a series of practices but do not include pads nor live hitting.
Brian Urlacher Expected To Miss Rest Of Bears OTAs
Vaughn McClure of the Chicago Tribune reports that Urlacher is still rehabbing the knee and declining to participate in OTAs, instead focusing on getting back to 100 percent.
When asked about when he feels he’ll be taking full practices, Urlacher had this to say:

Best played in just six games before a concussion derailed his season. He at least saw the field unlike Leshoure, who tore his ACL before his rookie season even started. Broyles tore his ACL playing for the Oklahoma Sooners last season, and is still in the recovery process.
All three players should play an important role during the 2012 season. The Lions still hope that Leshoure can become the thunder to Best’s lightning in the running game. Broyles, meanwhile, is expected to compete to become the team’s primary slot receiver.

When asked about the incident, head coach Jim Schwartz declined to comment.

The first phase of the offseason program focused on conditioning, the second phase focused on on-field instruction from the coaches and the third phase, OTAs, is as close to a regular practice as we’ll see before training camp.
