Friday night closed with 97 picks in the books. Despite multiple teams needing quarterbacks, only three were selected in as many rounds. E.J. Manuel was a shock in the first round, but perhaps more surprising was the decision by the Tampa Bay Buccaneers to ignore popular opinion and take Mike Glennon in the third round. Now teams at the top of the fourth have a chance to get players once regarded as elite talent, but with bargain price tags.
NFL Draft best available: Ryan Nassib, Matt Barkley among quarterbacks remaining
Regarded as two of the draft’s top quarterbacks, Ryan Nassib and Matt Barkley still find themselves available in the fourth round.

Right now, the best value at the QB position, according to Dan Kadar, is Matt Barkley. There were some rumors early in the second round that the Jacksonville Jaguars could target the USC signal caller, who is Kadar's 56th overall player. Holding the first pick in the fourth round, there's a chance they can still get Barkley if interested, while they managed to assist their secondary in the second.
While Barkley may not have elite arm strength, he could develop better velocity in time. It wasn’t long ago he was viewed to be a potential first overall pick, and now he has the potential to be a value pick on a team who aren’t sold at their QB position, or who have the time to develop him as a talent.
The second highest-rated quarterback remaining on the board is Tyler Wilson of Arkansas. His technique is less-than-ideal, but with some work Wilson could become a similarly confident passer to the player he most-often is compared to, Philip Rivers. Dan Kadar had him rated fourth at the position, an 83rd overall.
There was heavy hype on Syracuse's Ryan Nassib prior to the draft, but Kadar didn't buy it, rating him 96th overall. While some thought that he would be reunited with Buffalo Bills' head coach Doug Marrone at the 8th overall spot, but that wasn't the case. Nassib is now at the top of the 4th round also -- and there's no telling where he could fall to.
The Kansas City Chiefs made a pre-draft trade to acquire Alex Smith, but there's still a chance they could look to add a long-term option. Andy Reid had a history in Philadelphia of not shying away from quarterbacks, and perhaps now is the time to look for a backup.
Thus far, the 2013 draft has been surrounded with surprises, and lack of certainty. Players thought to be early-round locks have been landing all over the draft, while other teams have passed on good talent due to medical issues. These late rounds are where teams are willing to take more risks, and with the quarterbacks available there is plenty of value out there.
