Arsene Wenger has claimed that Arsenal will be 'very active' in the transfer market this summer, a marked departure from their previous policies which I understand involved attempting to acquire new players with two balls of lint and a seven-year old tootsie pop (the tootsie pop turned into Sebastian Squillaci). As Wenger says, the club has a lot of work to do and the resources to do it:

The market will be hyperactive because everyone believes [that the implementation of UEFA’s Financial Fair Play rules] will happen soon. So we are quickly doing the last buying before the stores will be closed. And for the first time for a while, I will be very active, too.
The club is in a healthy financial situation and we have got the basis of the team but we know we want to be stronger next year. The fans need to trust us because the club is in a strong position. I share their disappointment because a few weeks ago we were in a position to win the league and in the end we play for qualifying in the Champions League.
It'd be interesting to see Arsenal flexing their financial muscle - the sale of flats at their old ground at Highbury let the club with a significant profit in 2010, and they have plenty of hole in the team to patch up. That could become even more pronounced with the departures of Nicklas Bendtner and Denilson, and there seems to be questions about the Arsenal futures of Andrei Arshavin, Samir Nasri and captain Cesc Fabregas?
Who’re Arsenal’s major targets this season? For many, the list starts and ends with Lille’s Eden Hazard, but even with Wenger assuring fans that the Gunners will spend big he may be out of their price range with the likes of Chelsea involved.
