Tottenham Hotspur are in desperate need of a striker to complement the rest of the squad, especially with Jermain Defoe's shocking decline and Peter Crouch and Roman Pavlyuchenko's collective shocking staying-exactly-the-same-as-they've-always-been. They apparently showed interest in both Atletico Madrid's Diego Forlan and Villarreal's Guiseppe Rossi during the Janaury transfer window, and they've continued at least the Rossi chase into the summer, according to Jamie Redknapp, Harry's son:

Considering Villarreal rejected a supposedly higher bid from Spurs in the January window, it’s not much of a surprise that they haven’t sad yes to this one either. Redknapp must be fairly desperate to add to his forward line for next season, but at this point he’s probably better off looking elsewhere for cheaper talent. With Tottenham’s limited funds, Rossi for upwards of £30M could be a crippling purchase if he doesn’t work out, unless big money can be generated via sales of other players.
