Shorts is going to start as the Z receiver opposite rookie Allen Robinson. Allen Hurns has been bumped to a bench role and he’ll likely have a tough time getting snaps, especially with Lee back.
The Titans are hardly a strong defense, but they are at home and quarterback Blake Bortles hasn't made any strides on offense. Tennessee ranks 23rd in fantasy points allowed to receivers, but are coming in very cold after the Cleveland Browns and Indianapolis Colts receivers tore them apart.
Fantasy impact: Shorts could be solid, but there are just too many hamstring injuries to trust him. Plus, he hurts the chances of Robinson playing well, so basically this is a situation to avoid in fantasy.
